Mr. John E. Hall

Mr. John E. Hall, a member of the Senior Executive Service, is the President, Army Logistics University (ALU), Fort Lee, VA. Mr. Hall was inducted into the Senior Executive Service in April 2008.

Prior to his arrival at ALU, Mr. Hall was the Deputy Director of Logistics Operations (J-3/4), Defense Logistics Agency, Fort Belvoir, VA, where he was responsible for coordinating DLA worldwide logistical support. He oversaw supply chain and distribution operations that provided 100 percent of the fuels, subsistence, clothing and textile requirements, medical supplies, and over 83 percent of the repair parts for the Combatant Commanders, Military Services, and other DOD/Federal Agencies. Among other achievements, he coordinated the operations and successful DLA support for the U.S. Forces responsible drawdown in Iraq and the effective establishment of DLA support for support to Department of State as the lead federal agency in Iraq.

Prior to this position, Mr Hall was Executive Director for Operations and Sustainment where he was responsible for DLA global operational planning and support. While in that position, Mr Hall deployed to Iraq and established a plan for the Commanding General of the Multi-National Security Transition Command-Iraq (MNSTC-I) for the development of an Iraqi national level logistics capability as well as an advise and assist concept plan for MNSTC-I to lead that effort. He also played a key role in the establishment of the Northern Distribution Network that has given USCENTCOM an additional critical resupply route into Afghanistan.

Mr Hall previously served in CASCOM as the Deputy Director of the CSS Battle Lab, Deputy Director of the Training Directorate, and Chief, Quartermaster Training Division in the Training Directorate. He also served in a developmental assignment as the Associate Executive Director for Supportability and Production PM Future Combat Systems (Brigade Combat Team) at Fort Lee, VA, where he was responsible for developing and integrating the supportability aspects of the Future Combat Systems (FCS) Program.

Mr. Hall served 27 years in U.S. Army logistics units around the world, achieving the rank of Colonel. His final assignment was Deputy Commander of the 3d Corps Support Command during Operation Iraqi Freedom I. He holds a Bachelor of Arts degree in political science from Arkansas State University, a Master of Arts in Latin American studies from Stanford University, and is a 1999 graduate of the U.S. Army War College.

Colonel Robert A (Rick) Harney is currently assigned as the Commandant and Military Deputy to the President, U.S. Army Logistics University. In his capacities, he exercises command authority over all assigned and attached military personnel and is responsible for the daily administration of training and education activities at the University.

Colonel Harney, a native of Cincinnati, Ohio, enlisted in the U.S. Army in August 1978. In August 1987, he received his commission as a Field Artillery Lieutenant and Distinguished Military Graduate of the U.S. Army Officer Candidate School, Fort Benning, Georgia.

Colonel Harney has served in a variety of command and staff positions. Prior to assuming his current duties, he served as the Assistant Commandant, U.S. Army Quartermaster School, Fort Lee, VA. His other duty assignments include Chief, Office of the Quartermaster General, U.S. Army Quartermaster Center and School, Fort Lee, VA; Commander, Defense Distribution Center Anniston, Defense Distribution Center, Defense Logistics Agency, Anniston Army Depot, Alabama. His previous assignments include Chief, Logistics Exercises Branch, joint logistics planner, and logistics automation officer; Plans, Exercises and Strategic Mobility Division; Directorate of Logistics, Engineering, and Security Assistance (J4), U.S. Pacific Command, Camp H. M. Smith, Hawaii; Executive and Support Operations Officer, 203rd Forward Support Battalion, 3rd Infantry Division (Mechanized), Fort Benning, Georgia; Aide-de-Camp to the Director, Defense Logistics Agency, Fort Belvoir, Virginia; Assignment Officer, Army Human Resource Command, Alexandria, Virginia; Commander, E Company (Parachute Rigger), 782nd Main Support Battalion; Personnel Officer/Adjutant, Division Support Command; and Supply and Services Officer, G4, 82nd Airborne Division, Fort Bragg, North Carolina. He also served in various Field Artillery positions with 7th Battalion, 8th Field Artillery, 25th Infantry Division (Light), Schofield Barracks, Hawaii.

Colonel Harney is a 1991 graduate (Magna Cum Laude) of Hawaii Pacific University with a Bachelor of Science in Business Administration. He also holds a Master of Business Administration from Webster University; a Master of Military Arts and Science from the School of Advanced Military Studies, U.S. Army Command and General Staff College; and a Master of Strategic Studies from the Air War College. His military education includes the Air War College, Joint Forces Staff College, U.S. Army Command and General Staff College, Quartermaster Officer Advanced Course, Field Artillery Officer Basic Course, Airborne and Air Assault Courses, and Aerial Delivery and Materiel Officer Course.

Colonel Harney's awards and decorations include the Legion of Merit, Defense Meritorious Service Medal with two oak leaf clusters, Army Meritorious Service Medal with three oak leaf clusters, Joint Service Commendation Medal, Army Commendation Medal with three oak leaf clusters, Joint Service Achievement Medal with two oak leaf clusters, Army Achievement Medal with five oak leaf clusters, Joint Meritorious Unit Award with oak leaf cluster, Army Superior Unit Award, Master Parachutist Badge, Air Assault Badge, and Parachute Rigger Badge.

Mr. David J. Rohrer

Civilian Deputy to the President
Army Logistics University

Mr. Dave Rohrer is currently assigned as the Civilian Deputy to the President, U.S. Army Logistics University. In this position he is responsible for the daily administration of support activities at the University to include resource management, manpower, logistics, university procedures, and outreach to civilian academic institutions.

Prior to assuming his current position in November 2011, he was the Strategic Planning Officer in the Strategic Initiatives Group / G-5 at the U.S. Army Combined Arms Support Command (CASCOM) from May 2009 to November 2011. He held positions as a defense contractor as the Director of Operations at DRS Technologies, Richmond, Virginia, from 2008 to 2009 and as a Functional Analyst with General Dynamics Information Technology in support of the CASCOM Sustainment Battle Lab from 2007 to 2008.

Mr. Rohrer retired from the Army in 2007 at the rank of Colonel after a 27-year career as a Quartermaster Officer. In addition to numerous staff positions, he commanded at the company, battalion, and brigade level with his final assignment as the Commander, Defense Energy Support Center – Americas, and Director of Operations, Defense Energy Support Center (DESC), Defense Logistics Agency (DLA).

He is a Distinguished Military Graduate of North Georgia College. Mr. Rohrer also holds a Masters Degree in Human Resource Management Systems from Chapman University and a Masters Degree in National Resource Strategy from the Industrial College of the Armed Forces, National Defense University.

CSM Clifton H. Johnson is currently the Commandant, Logistics Noncommissioned Officer Academy, Army Logistics University, Ft Lee, VA. As the senior noncommissioned officer within ALU he also serves as the ALU Command Sergeant Major.

CSM Johnson is a native of Florence, AL. He entered active duty August 25, 1983 and completed Basic Training and AIT at Ft. Jackson, SC as a Unit Supply Specialist (76Y).

CSM Johnson's previous assignments include: 23rd Replacement Detachment, 24th Infantry Division, Ft Stewart, GA; HHT 2D Armored Cavalry Regiment, Nuremberg, Germany; HHB 1-3 Air Defense Artillery, 4th Infantry Division, Ft Carson, CO; B Company, 702nd Main Support Battalion, 2nd Infantry Division, South Korea; HHC 724th Main Support Battalion, 24th Infantry Division, Ft Stewart, GA; HHC Division Support Command, 2nd Infantry Division, South Korea; HHC 3-69 Armor Battalion, 3rd Infantry Division, Ft Stewart, GA; HHC 1st Brigade, 3rd Infantry Division, Ft Stewart, GA; HHC 3rd Corps Support Command, Wiesbaden, Germany; and 26th Brigade Support Battalion and 3rd Sustainment Brigade, 3rd Infantry Division, Ft Stewart, GA.

CSM Johnson attended a variety of professional and civilian schools during the span of his career including: Primary Leadership Development Course, 24th Infantry Division Noncommissioned Officer Academy Ft Stewart, GA in 1986, the Basic Noncommissioned Officer Course, Ft Lee, VA in 1989, the Advanced Noncommissioned Officer Course, Ft Lee, VA in 1993, the Battle Staff Course, Ft Bliss, TX in 1995, the First Sergeant Course, Ft Bliss, TX in 2000, the Sergeants Major Academy, Ft Bliss, TX in 2003. In addition, his civilian academics include an Associate Degree in Business Administration from the University of Northern Ohio and a Bachelors Degree in Business Administration from Excelsior College of Albany, NY, and a Masters Degree in Business Administration from Trident University.
